Strict safety labelling, like for antifreeze: For now, buy safer (none are safe) versions, and clean (don't mop) spills, and take the rest down to toxic waste. It's best to just let your mechanic change antifreeze for you. A new law is coming into effect in several areas, to add a compulsory bittering agent, to protect animals.
